Steven D. Horton A Life of Service

Steven Horton, the President of the Grandview Group, has a career of more than 40 years of community service that spans activism, elected office, neighborhood stabilization, economic development, and empowerment in Mt. Vernon, NY, communities of color, and the African diaspora. 

In 1984 Steven was chosen to lead a broad coalition of community, civic and faith-based institutions to fight for and enact critical change within the Mt. Vernon public school district.  The coalition, known by the acronym VOTE (Voices of the Electorate) successfully increased the number of African American educators and administrators within the school system.  VOTE successfully implemented a transformative African-centric curriculum at the Cecil Parker Elementary School known as Project Expectations. 

As an elected official, Steven led the effort to save the Levister Towers public housing development, which provided quality affordable housing for over 400 families, served as City Council President for four terms, and chaired the city’s Capital Project Board. 

Steven served as the Executive Director of both the Mt. Vernon and New Rochelle Housing Authorities where he established resident-owned businesses, community-based public safety and security solutions, and redeveloped the Robert Hartly Houses into the Heritage Homes neighborhood. 

As the president of his real estate company, the Grandview Group, Steven has assisted faith-based institutions in developing affordable housing and is currently co-developing a $220 million, 315-unit mixed-use development in Mt. Vernon featuring state-of-the-art sustainable construction, critical infrastructure improvements, retail, and a new community center.
